Background
The New Zealand Ministry of Justice is the principal government agency responsible for the country's court services, justice policy, and treaty negotiations. It supports over 3,500 employees across 103 locations, providing vital legal and administrative services. The Ministry's mission is to promote a fair and just society by delivering accessible and efficient legal services.
Challenges
The Ministry of Justice needed a robust LMS capable of delivering a unified learning experience across its widespread workforce. The key challenges included:
- Providing a blended onboarding experience for new recruits.
- Supporting high traffic from over 3,500 employees.
- Integrating seamlessly with existing HR systems for onboarding and reporting.
- Offering role-specific learning pathways based on employee data.
- Ensuring consistent access and performance across multiple devices and locations.
Solution
Edvanta implemented the THRIVE LMS, a custom-branded platform built on Totara Learn 2.7. This solution featured:
- Custom Branding & Responsive Design: The platform was tailored to reflect the Ministry's branding and was optimized for use on multiple devices, ensuring accessibility across the organization’s 103 locations.
- Seamless HRIS Integration: New employees were automatically enrolled in the system via integration with the Ministry’s HRIS, streamlining the onboarding process.
- Audience Targeting: The platform used employee data to assign learners to specific audiences, ensuring they received relevant, role-specific training content.
- Advanced Reporting Features: Customizable reports allowed senior leadership to track employee progress and capability development, providing better insight into workforce skills.
- User-Centric Design: Employees could access learning content anytime, anywhere, which was critical for those in remote areas or different locations.
Results
The launch of THRIVE LMS in July 2015 resulted in significant improvements:
- 100% Increase in LMS Usage: The platform saw a twofold increase in usage, with employees actively engaging in the learning process.
- 80% Employee Engagement: Nearly 80% of Ministry employees accessed the platform, with 64% completing multiple courses.
- Enhanced Learning Promotion: Business groups within the Ministry began promoting specific learning programs, while some developed tailored learning plans for their teams.
- Breakdown of Learning Silos: The accessibility of the LMS across all devices and locations reduced barriers, fostering a more cohesive learning culture.
- Positive Feedback: Senior management lauded the platform’s reporting capabilities, which provided more accurate insights into employee development and future skill needs.
Conclusion
The successful implementation of THRIVE LMS transformed how the Ministry of Justice approached employee onboarding and learning. The system's integration with HR processes, user-friendly design, and powerful reporting tools have contributed to a more engaged workforce. With ongoing adoption and customization, the Ministry continues to unlock the platform's full potential, driving long-term success.
